According to Ahmednasir, the accounting officer of Nairobi Metropolitan Services (NMS) was State House Comptroller. This opened windows for fake contracts and factious tenders.
After Ledama read this he explained NMS gets financial aid from NCCG whose total budget a year was 37B. “Where on earth did the 200B COME FROM?”
